No act hereafter passed shall embrace multiple object, and that shall be expressed while in the title.  But when any item shall be embraced within an act which isn't so expressed, the act shall be void only concerning a lot of thereof, as shall not be so expressed, and no regulation shall be revived, or amended, by reference
